### Summary
The Chief, Mental Health Service plans, implements, directs, provides clinical and administrative oversight to Mental Health activities, including requirements for staff, budget, equipment, and supplies. Proven leadership skills, including problem solving skills, conflict resolution abilities, task prioritization, project management, efficiency improvements etc. are highly desirable and expected. He/she shall effectively delegate responsibilities, evaluate the performance of subordinates and offer prompt feedback related to performance and conduct. This individual is expected to effectively handle supervisory responsibilities, programmatic oversight to provide patient centered care across diverse Mental Health programs to meet or exceed expectations from within and outside the medical center. He/she will positively contribute towards performance standards while favorably contributing to employee morale, programmatic stability and organizational welfare.
**Work Schedule:** Monday through Friday 8:00 AM through 4:30 PM

### Responsibilities
The incumbent will also provide treatment services in a multi-disciplinary setting composed of psychiatrists, psychologists, psychiatric social workers, nurse practitioners, psychopharmacologists, and nurses. Other responsibilities will be as assigned by the Chief of Staff, based on organizational needs and employee competence.
Other duties will include, but are limited to the following:
* Plans, implements, and provides clinical and administrative oversight to Mental Health activities including requirements for staff, budget, equipment, and supplies.
* Direct administrative supervision of approximately 114 staff. Management of Human Resource aspects of assigned Mental Health operations, including hiring and disciplinary action, Labor/Management relations, performance appraisals, and professional boarding procedures for various disciplines.
* Decisions are made exercising wide latitude and independent judgment.The incumbent operates on a day-to-day basis in an independent manner. The incumbent reports directly to the Chief of Staff on an as-needed basis.
* Serves on a variety of medical center planning committees, advisory groups and planning teams; may be called upon to serve on such groups at the VISN and/or national level.
* Assures appropriate, timely, and effective management of Veteran complaints and issues.
* Assures appropriate training related to Mental Health issues is completed by all care line staff involved in direct patient care activities.

### Qualifications
**Basic Requirements**:

* Education:
* Social Worker: Have a Master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE).Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited.A doctoral degree in social work may not be substituted for the master's degree in social work.Verification of the degree can be made by going to the CSWE website to verify if that social work degree meets the accreditation standards for a master of social work.
* Psychologist: Have a doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA). The specialty area of the degree must be consistent with the assignment for which the applicant is to be employed. AND Have successfully completed a professional psychology internship training program that has been accredited by APA. Exceptions: (1) new VHA psychology internship programs that are in the process of applying for APA accreditation are acceptable in fulfillment of the internship requirement, provided that such programs were sanctioned by the VHA Central Office Program Director for Psychology and the VHA Central Office of Academic Affiliations at the time that the individual was an intern and (2) VHA facilities who offered full one-year pre-doctoral internship prior to PL 96-151 (pre-1979) are considered to be acceptable in fulfillment of the internship requirement.
**Preferred Experience:**
**Social Worker:** Must have at least one year of professional social work experience equivalent to the next lower grade level (GS-13) that establishes possession of advanced practice skills and judgment, exhibiting progressively more professional competency, and demonstrates the following five (5) KSA's: (1) In-depth knowledge of the program coordinated, and demonstrated knowledge and ability to write policies, procedures, and/or practice guidelines for the program; (2) Knowledge and skill in management/administration, which includes supervision, consultation, negotiation, and monitoring; (3) Ability to supervise multidisciplinary staff assigned to the program; (4) Ability to organize work, set priorities, meet multiple deadlines, and evaluate assigned program area(s); (5) Ability to provide training, orientation, consultation and guidance within clinical specialization of practice. (This experience must be detailed on your resume to be found qualified.)
**Psychologist:** Current Professional Psychology Practice. To be creditable, the experience must be post-doctoral degree and must have required the use of knowledge, skills, abilities, and other characteristics associated with current professional psychology practice. Creditable post-doctoral degree experience can be obtained through employment as a psychologist or through participating in a supervised post-doctoral psychology training program. Individuals designated as supervisory psychologists have supervisory responsibility for subordinates. Supervisory psychologists also have line and staff authority for resource allocations within the area of responsibility and ensure the efficient operation of the organizational unit. Examples of assignments in this category include (but are not limited to) chief of psychology, chief of a patient care service line, or department or division director. Responsibilities include supervision of staff, professional management, and administrative responsibilities that are complex in scope and that constitute a significant component of the medical center. Decisions are made exercising wide latitude and independent judgment.

**Psychologist:** (1) Ability to organize work, set priorities, delegate tasks, and meet multiple deadlines
(2) Skill in managing and directing the work of others to accomplish program goals and objectives, and ability to devise ways to adapt work operations to new and changing programs, staffing, and budget requirements, etc. (3) Ability to translate management goals and objectives into well-coordinated and controlled work operations. (4) Ability to establish and monitor production and performance priorities and standards. (5) Knowledge of, and ability to appropriately utilize, evidence based practices and clinical practice guidelines and ability to guide staff in using these tools. (6) Ability to deal effectively with individuals or groups representing widely divergent backgrounds, interests, and points of view. (7) Ability to analyze organizational and operational problems and to develop and implement solutions that result in sound operation of the program.
