### Summary
The incumbent serves as the resident expert on hospital's Medical Staff (MS) processes and accreditation standards and as a consultant on MS accreditation programs. Advises the Chief of Staff and Director of clinical regulatory issues regarding credentials/privileging, adverse provider actions, and Impaired Provider Program/actions.

### Responsibilities
* Develops, analyzes & coordinates short, mid and long-term range plans and programs in support of the Credentialing/Privileging Section
* Serves as subject matter expert regarding regulations & local policy standards for privileging & subsequent renewal or reappointment, monitoring, the appeals and hearing processes, performance monitoring & categorical privileging/evaluation
* Analyzes & implements new policy requirement and regulations which provides guidance used for application in performing a wide variety of privileging credentialing activities & projects related to performance improvement
* Makes recommendations to the Chief of Staff based on analysis of new requirements and articulates impacts to the organization
* Reviews, revises and coordinates changes to policies and other local policy regulations pertaining to the privileging process
* Incumbent serves as executive leadership advisor & system consultant on Medical Staff and credentialing accreditation compliance
* Prepares & responds to accreditation reviews and ongoing compliance with regulatory standards
* Researches and develops new policies and procedures and initiates revisions to existing documents to ensure integration of
credentialing/privileging and TJC functions in accordance standards and requirements
* Serves as the official liaison for the Medical Center Director and Chief of Staff on all delegated credentials and medical staff functions
* The incumbent manages the credentialing and privileging functions for appointment, reappointment, special advancement for performance/achievement, and change in status of appointment processes for Licensed Independent Providers (LIPs)
* Oversees development of the Professional Standards Board meeting agenda and briefs the Chairperson on agenda items
* Ensures members are notified of meeting dates, oversees recorder for meeting, ensures accuracy of final minutes, and completion of any follow-up actions.
**Promotion Potential:** The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

### Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/22/2018.
**Time-In-Grade Requirement**: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. **Note:**Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
* **Specialized Experience:** You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Higher level or progressively responsible analytical experience in the health care field which focused on legal and regulatory adherence and/or serving in the capacity of advisor to upper management. Please see the Individual Occupational Requiremetn as defined below. **OR,**
* **Education:** Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have: 2 full years of progressively higher level graduate education leading to such a degree
or LL.B or JD., if related Ph.D or equivalent doctoral degree Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. **OR,**
* **Combination:** Applicants may also combine education and experience to qualify at this level.
* **This occupational series has an Individual Occupational Requirement (IOR) related to specialized experience:**
* **Specialized Experience:** Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
**Note**: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
**Physical Requirements:**Work involves sitting at a desk, frequent visits to clinics and staff offices, working at a computer, and lifting/carrying of light objects such as documents, folders, books and files. Work is primarily sedentary. No special physical demands are required. Keen hearing and distinct speech are essential due to the extensive use of the telephone as a means of communication. May be a certain amount of mental strain due to time constraints, workload demands, and frequent reviews and surveys. The work of the position is generally performed in an office setting with no unusual risks or hazards. Work areas are adequately lighted, heated, and ventilated.
