### Summary
The incumbent in this position serves as a Supervisory Police Officer (hereafter referred to as Lieutenant). He / she is employed at the VA Medical Center located in Huntington, WV.
This position is located in the Uniformed Police Section of the Police Service and functions under the supervision of the Deputy/Chief of Police Service and or his delegated representative. This position will have assignments as police supervisor, responsible for operations of police service within the Huntington VA Medical Center; firearms, expandable baton (ESB), ground defense and recovery (GDR), active threat response (ATR), and defensive tactics instructor; armorer; and all other trainer duties. The Supervisory Police Officer is primarily responsible for the daily first line supervision, coordination and control of a team of up to five (4) police officers.

### Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/07/2018.
**Time-In-Grade Requirement**: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-08 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. **Note:**Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below: You will be rated on the following Competencies for this position:
**Specialized Experience**: One full year of specialized experience equivalent to the GS-7 level as described in the vacancy announcement. Specialized experience is defined as experience that provided knowledge of a body of basic laws and regulations, law enforcement operations, practices, and techniques and involved experience may have been gained in work on a police force; through service as a military police officer; in work providing visitor protection and law enforcement in parks, forests, or other natural resource or recreational environments; performing criminal investigative duties; and any other work that provided the require knowledge and skills, and which has equipped the applicant with the specific knowledge, skills, and abilities to successfully perform the duties as described in this announcement; AND - experience must also reflect specialized experience in balancing workloads and assigning work; training and providing instruction and guidance to other police officers in defensive tactics, expandable baton, active threat and response, ground defense and recovery, etc. and recordkeeping of training for police officers.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
**Note**: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
**Physical Requirements:**The duties of the incumbent are usually done in an office setting, classroom, indoor/outdoor range, or mat room (physical hands-on training such as defensive tactics) setting. However, as a uniformed police officer, patrolling may be on foot or by car. Due to the high rise/elevation of the building and extensive surrounding areas, the work requires regular and recurring physical exertion such as running and frequent climbing of multiple flights of stairs or inclines, defense of self and others from physical attack, and lifting heavy objects over 50 pounds.
WORK ENVIRONMENT - The normal work environment (50%) of the incumbent is in an office setting, classroom, indoor/outdoor range, or mat room, which requires extensive physical activity and exertion. The police officer patrol work environment regularly involves moderate risks with exposure to potentially dangerous situations or unusual environmental stress that requires a range of safety and other precautions (e.g., radioactive and bio-hazards material, subject to possible physical attack by mentally unstable persons, or similar situations). Other conditions at this level include work exposure to moderate discomforts and unpleasantness such as high levels of noise, high temperatures, confined spaces, adverse weather conditions, etc.
ADDITIONAL REQUIREMENTS FOR POLICE OFFICER POSITION:
1. Incumbent will be required to operate a police vehicle and must retain a valid, state issued driver's license.
2. Incumbent will be required to carry a firearm while performing duties and must maintain firearm proficiency.
3. New VA Police Officers are required to undergo and successfully complete ten (10) weeks of police academy training at the VA Law Enforcement Training Center in Little Rock, Arkansas within 90 days of entrance on duty.
4. The incumbent will undergo a character investigation for review of their employment and criminal history, if any, and may be disqualified for employment based on the information received. The character investigation is conducted during the pre-employment process. The purpose of such an investigation is to secure evidence of the candidate's honesty, integrity, general character, and loyalty to the U.S. Government.
5. A medical examination is required by all selected candidates. The duties of these positions require moderate to arduous physical exertion and/or duties of a hazardous nature. The following medical requirements apply to all applicants: good near and distant vision, ability to distinguish basic colors, and ability to hear the conversational voice. Additional medical and physical standards are applicable to this position. Please refer to the Police Officer Functional Requirements included in this announcement.
6. All selected candidates and current employees must have the capacity to perform the essential functions of the position without risk to themselves or others. Selected candidates and employees must possess emotional and mental stability. A psychological examination is required. In most instances, a specific medical condition or impairment will not automatically disqualify a selected candidate or employee. Security Clearance Requirements: This position is a public trust position and requires an extensive background investigation.
***PSYCHOLOGICAL ASSESSMENT**: Selected candidates will be required to take an initial and annual psychological assessment of their emotional and mental stability by a psychiatrist or psychologist. Any emotional or mental condition which could cause the applicant/officer to be a hazard to others or self during stressful situations and physical altercations will disqualify. The initial psychological assessment will consist of a structured interview and standardized, objective written psychological testing by a psychologist or psychiatrist. The annual psychological assessment will consist of a structured interview, which may lead to further testing as determined by the examining psychologist of psychiatrist.

This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
